The Safeguard American Voter Eligibility Act (SAVE Act) has passed the House and is now under Senate consideration.
ACTION NEEDED: What you need to know and What to do about it
- Voters updating their name, address, or registration info would need to re-prove citizenship.
- Up to 69 million women who’ve changed their names after marriage may face issues due to name mismatches on birth certificates.
- Over half of Americans don’t have passports, according to a 2023 YouGov survey.

SAVE Act = Serious Barriers to Voting
This legislation would require every American to prove their citizenship IN PERSON when registering to vote or even just updating their voter info.
That means showing a passport or birth certificate—but:
❌ 140+ million Americans don’t have a passport
❌ 69 million women’s birth certificates don’t match their current name
❌ Most driver’s licenses, including PA’s Real ID, won’t count
❌ Military & tribal IDs? Also not valid proof
➡️ No more voter registration by mail
➡️ No more registration drives
➡️ No more online voter registration (42 states currently use it!)
This law would make it harder to vote for:
👰♀️ Women who’ve changed their names
🏳️⚧️ Trans individuals updating their ID
🚗 Anyone without easy access to transportation
🔁 Anyone who moves or wants to switch party affiliation that has ever changed their name
Even just updating your address could mean a trip in person with original docs.
Voting should be accessible and this bill makes it harder. Know the facts. Speak up.
Know Your History: What was the poll tax?
Poll taxes were fees people had to pay to vote—a tactic used to suppress Black voters after the Civil War. Poor white voters were often excused through “grandfather clauses.” Black Americans weren’t.
How is the SAVE Act similar?
The SAVE Act would require people to register or update their voter info in person with original documents proving citizenship.
That means people need:
Access to transportation
Time off work or school
A passport, birth certificate, marriage certificate, etc.
And yes—those documents cost money to get or replace.
Fewer than 50% of Americans have a passport.
Drivers licenses and IDs in 46 states—including PA—aren’t enough to prove citizenship.
Requiring time, money, and transportation to vote = a modern-day poll tax.
Voting should be free, fair, and accessible. Always.
